Classical conditioning

← Late 1890s-early 1900s: Russian physiologist Ivan Pavlov noticed his lab dogs salivating at the sound of footsteps that always preceded feeding, not just at the food itself. The term later crossed into advertising and propaganda.

Pair something neutral with a feeling that's already there. Do it enough times, and the neutral thing starts producing that feeling all by itself.

Classical conditioning, applied to propaganda, is the deliberate, repeated pairing of a neutral stimulus (a name, a symbol, a color palette, a piece of music) with something that already produces an automatic emotional reaction, so that after enough repetitions, the neutral stimulus alone produces that same reaction, even with the original trigger gone.

TL;DR

Show two things together, over and over. Eventually your brain links them, and just seeing one makes you feel what the other one used to make you feel.

Not an original IPA device

Classical conditioning isn't one of the seven techniques the Institute for Propaganda Analysis named in 1937. It's a later import from behavioral psychology into propaganda and advertising research, so there's no canonical 1930s-era wording to quote here the way there is for Bandwagon or Name-calling.

The whole mechanism runs on producing a feeling before you've evaluated anything, so the feeling itself is what stops you noticing where it came from.

Primary bias

Associative learning itself: the basic, automatic way brains link things that keep showing up together. This isn't a bias you can reason your way around. It's a built-in feature of how vertebrate brains work, so it doesn't need you to be careless or uninformed, only repeatedly exposed.

Secondary biases

Mere-exposure effect: repeated exposure to something neutral tends to increase liking for it on its own, which can stack with conditioning to deepen a positive association.

Affect heuristic: people judge things by how they feel about them, faster and more automatically than by weighing evidence, so a conditioned feeling can override a fact-check. (See the affect heuristic page.)

Source confusion: people often remember the feeling something gives them long after they've forgotten where the feeling came from, which is exactly why the technique is hard to trace.

How it activates

1. The propagandist picks a neutral stimulus: a name, a flag, a color scheme, a piece of music.
2. They repeatedly show it alongside something that already triggers a strong reaction, disgust, fear, or comfort.
3. The audience's brain links the two without anyone deciding to make that link on purpose.
4. After enough repetitions, the neutral stimulus alone produces the reaction, even with the original trigger gone.
5. The audience reacts emotionally to the stimulus before evaluating any actual claim about it.

Susceptibility factors

Strong: repetition volume. More paired exposures generally build a stronger link.

Moderate to strong: passive, low-attention viewing. Background ads, autoplay video, and algorithmic scrolling expose you to the pairing without your attention being on it, and associations can still build under those conditions.

Moderate: weak prior attitude toward the neutral stimulus. It's easier to attach a new feeling to a name or symbol you don't already have a strong opinion about.

What does not predict it

Intelligence or education level. Because this runs on a basic learning process shared across vertebrate species, being smart or well-informed doesn't block it the way it can block a bad logical argument. It's a mechanism problem, not a knowledge problem.

Primary purpose

Build trust or discredit. This is one of the few techniques that cuts both ways: the exact same mechanism can warm an audience to a person or cause, or build lasting disgust toward one.

Immediate effect

A quick, automatic emotional reaction to the stimulus, before any conscious evaluation happens.

Long-term effect

A durable gut feeling about a name, symbol, or group that outlasts the specific images or sounds that originally built it.

Cui bono

Whoever controls repeated exposure: advertisers with ad budgets, campaigns with airtime, state media with broadcast reach.

Offensive or defensive

Both. Offensively, it builds disgust toward an opponent or out-group. Used on the propagandist's own side, it builds warmth and trust instead.

How it works

Setup: pick a neutral stimulus and a stimulus that already produces a strong reaction. Delivery: show them together, repeatedly, across time and media. Effect: the neutral stimulus alone now triggers the reaction.

Preconditions

Repeated access to the audience, whether that's a media budget, broadcast reach, or a platform with enough exposure. The two stimuli have to actually appear together, consistently, often enough times.

When it fails

If the audience consciously notices the pairing and actively resists it, the link can weaken over time, what psychologists call extinction. If the pairing is too obviously absurd, or a competing, stronger association already exists, it can override the new one.

Amplifiers

Repetition frequency, emotional intensity of the original trigger, pairing across multiple senses at once (sound and image together hit harder than either alone), and algorithmic curation that keeps showing the pairing to the people most likely to absorb it.

Resources needed

Medium to high. It generally needs sustained, repeated exposure, which usually means an ad budget or broadcast access, though organic virality on social platforms can lower that cost.

Scale dependency

Fundamentally requires repetition. A single instance can't really do this on its own, which is exactly why it scores so low on detectability: there's no one moment to catch.

Digital mutation

Algorithms now personalize and speed up the repeated pairing, for example retargeted ads that pair a brand with content a user already likes, and meme culture can build a strong association in days that used to take years of broadcast repetition.

First documented use

The underlying science comes from Ivan Pavlov, a Russian physiologist who documented the conditioned reflex through lab experiments on dogs beginning in the late 1890s, originally studying digestion, not persuasion at all. Its first well-documented deliberate use as a propaganda mechanism came decades later: the 1940 Nazi film Der Ewige Jude (The Eternal Jew), directed by Fritz Hippler with direct involvement from propaganda minister Joseph Goebbels, which repeatedly intercuts footage of Jewish people with footage of rats to build a disgust association through sheer repetition across the film.

Named and theorised by

Ivan Pavlov (1849-1936) described the mechanism itself. American psychologist John B. Watson imported Pavlov's model into behaviorist psychology in the 1910s-20s, and from there it crossed into advertising research, most notably in marketing professor Gerald Gorn's 1982 study on music and product choice.

Tradition

Originates in Russian physiology, gets adopted by American behaviorist psychology, and from there crosses into advertising-PR and political communication. It's a later, psychology-derived addition to propaganda taxonomies, not part of the original 1937 IPA list.

Key evolution

Pre-mass-media folk and religious traditions already paired symbols with disgust or reverence, without a deliberate, named technique behind it. Mass media made the pairing repeatable at national scale. Social media now builds associations faster and more precisely targeted than broadcast ever could.

Cross-cultural notes

Worth flagging directly: the foundational science here is Russian, which sits outside the German, French, and Spanish academic traditions usually cross-referenced on this site, and the technique itself isn't part of the classical Western IPA list at all. It's best understood as an import from psychology into propaganda studies, not a discrete invention of any one national tradition.

Der Ewige Jude (1940): pairing a people with vermin
The Nazi propaganda film Der Ewige Jude, directed by Fritz Hippler with direct involvement from propaganda minister Joseph Goebbels, repeatedly intercuts footage of Jewish people in the Warsaw and Lodz ghettos with footage of rats emerging from sewers, while the narration compares them to vermin that spread disease. Hitler and Goebbels personally intervened in the film's final edit, and it premiered in Berlin in November 1940 before wide distribution across Germany and occupied Europe (US Holocaust Memorial Museum). The disgust association is built through sustained, repeated pairing across the film's runtime, not through any single argument.

Gorn's 1982 pen-and-music study
Marketing professor Gerald Gorn exposed participants to a pen alongside either music they liked or music they disliked, then offered them a choice between two pen colors. People who'd heard liked music more often chose the pen color shown during that music, evidence Gorn presented as showing that simple association, not just attention or information, can shift a product preference (Journal of Marketing, 1982). The study became a standard reference for classical conditioning in advertising, but it's also genuinely contested: several later replication attempts using different methods found the effect weaker or absent, and a direct replication of Gorn's original procedure is still lacking, which makes this a good example for showing that even researchers don't always agree on how strong this mechanism is in practice.

US 2008 election: darker footage in attack ads
A peer-reviewed study analyzing over 100 ads from the 2008 US presidential campaign found that negative ads attacking Barack Obama, especially ones linking him to crime, used measurably darker footage of him than neutral ads did, while John McCain's own footage grew lighter over the same period. A follow-up experiment found that participants shown a darkened image of Obama were more likely to associate him with negative stereotypes than those shown a lighter image (Messing, Jabon & Plaut, Public Opinion Quarterly, 2016). Color grading here works the same way music does in Gorn's study: repeatedly pairing a visual cue with a negative context trains a feeling that outlasts the specific ad.

Individual
When you notice a strong gut reaction to a name, symbol, or face, pause and ask: would I feel this if I'd never seen it paired with anything else? Try to name the actual evidence behind the feeling, separate from the feeling itself.
Communicator
When describing a campaign or ad, avoid reproducing the same stylistic pairing (the color grade, the music) while critiquing it. Describe it in words instead of replaying the conditioning you're trying to expose.
Systemic
Broadcast regulators in some countries already require equal-treatment standards for opposing candidates in regulated political advertising. Media literacy curricula can add explicit "notice the pairing" training rather than only teaching fact-checking.

Pre-bunking note

Inoculation-theory research (the work associated with Sander van der Linden and colleagues at Cambridge) has tested pre-warning broadly against misinformation and several named techniques, but there isn't strong dedicated research targeting affective, stylistic conditioning specifically, like color grading or music cues. Most existing prebunking research focuses on claims and content, not this kind of below-the-radar emotional pairing. Treat this as a thinner research area than some of the other techniques on this site.

Backfire risk

Naming the technique explicitly ("notice they're using ominous music on purpose") can reduce its effect for that one instance, but it won't undo years of accumulated association built up before the correction. There's also a milder risk that pointing it out feels, to a motivated audience, like making excuses for the disliked candidate or product, which can trigger resistance to the correction itself.

Commonly paired with

Name-calling can supply the initial charged label; classical conditioning is what makes that label's emotional charge stick to the target even in contexts where the label itself is never repeated.

Often precedes

Scapegoating and dehumanization campaigns, since the disgust association built through conditioning sets up later claims that a group deserves blame or exclusion.

Often follows

An initial framing or labeling moment that introduces the name, symbol, or face that will then get paired repeatedly going forward.

Gets confused with

Transfer borrows a feeling that already exists, patriotism, religious reverence, and attaches it to something new in a single act or image, like standing in front of a flag. Classical conditioning has to build the association itself from scratch, gradually, through repeated paired exposure, before there's anything to transfer at all. They're often used together, build it via conditioning, then transfer it elsewhere, but they aren't the same mechanism.

Ad nauseam works by repetition making a claim feel more believable through plain cognitive familiarity, regardless of any emotion. Classical conditioning works by repetition building an emotional association, regardless of any claim being made at all. You can condition a feeling about a logo or a name with zero argument or factual claim involved, which is what makes it distinct from ad nauseam even though both rely on repetition.
